Department for Internal Assurance of Higher Education Quality



The quality of education is a set of characteristics of the object that make up its ability to satisfy the established and anticipated needs, compliance of the activity of the educational institution with the established requirements and standards.

The concept of "quality of education" unites the following components:

- quality of educational programs;

- the quality of the teaching process;

- quality of education management;

- quality of training of persons studying (applicants, students);

- the quality of material and technical support and the quality of the informational and educational environment;

- the quality of scientific and pedagogical personnel and scientific research;

In accordance with part 2 of Article 41 of the Law of Ukraine "On Education" dated September 5, 2017 No. 2145-VIII and taking into account the principles set forth in the "Standards and recommendations for quality assurance in the European Higher Education Area (ESG)" of the European Association for Quality Assurance of Higher Education and the national standard of Ukraine "Quality management system" DSTU ISO 9001:2015, the components of the education quality assurance system are: quality assurance system in educational institutions (internal education quality assurance system); the system of external assurance of the quality of education; system of quality assurance in the activities of management bodies and institutions that provide external assurance of the quality of education.

  • According to Part 3 of Article 41 of the Law of Ukraine "On Education", the system of quality assurance in educational institutions (the internal system of quality assurance of education) may include:

    • strategy (policy) and procedures for ensuring the quality of education;

    • system and mechanisms for ensuring academic integrity;

    • published criteria, rules and procedures for evaluating education seekers;

    • published criteria, rules and procedures for evaluating the pedagogical (scientific-pedagogical) activity of pedagogical and scientific-pedagogical workers;

    • published criteria, rules and procedures for evaluating the managerial activity of the management staff of the educational institution;

    • ensuring the availability of the necessary resources for the organization of the educational process, including for the independent work of education seekers;

    • ensuring the availability of information systems for effective management of the educational institution;

    • creation of an inclusive educational environment, universal design and smart adaptation in the educational institution;

    • other procedures and measures determined by special laws or documents of the educational institution.

  • The internal quality assurance system is a general policy, strategy and procedures for ensuring the quality of educational activities and the quality of higher education at the university, the distribution of responsibility for improving the internal quality assurance system, which includes a number of tasks, measures and procedures, monitoring and analysis of activity results at all levels of the organizational structure university, including ensuring quality acquisition of knowledge, skills and other competencies in accordance with higher education standards.

  • The system of ensuring the quality of educational activities and the quality of higher education by higher educational institutions (internal quality assurance system) provides for the implementation of the following procedures and measures:

    • improvement of planning of educational activities: development, approval, monitoring and periodic review of educational programs;

    • improving the quality of the contingent of higher education applicants;

    • strengthening the personnel potential of the university;

    • ensuring the availability of the necessary resources for the organization of the educational process and support for those seeking higher education;

    • development of information systems in order to increase the efficiency of management of the educational process;

    • ensuring publicity of information about the university's activities;

    • creation of an effective system of prevention and detection of academic plagiarism in scientific works of employees of higher educational institutions and students of higher education;

    • participation of the university in national and international rating studies of higher educational institutions.

  • The system of ensuring the quality of educational activities and the quality of higher education by a higher educational institution (internal quality assurance system) is evaluated by the National Agency for Quality Assurance of Higher Education or independent institutions accredited by it for the purpose of its compliance with the requirements for the system of quality assurance of higher education of education approved by the National Agency for Quality Assurance of Higher Education.

  • The system of external assurance of the quality of educational activities of higher educational institutions and the quality of higher education provides for the implementation of the following procedures and measures:

    • ensuring the effectiveness of processes and procedures of internal quality assurance of educational activities of higher educational institutions and the quality of higher education;

    • ensuring the availability of a system for external quality assurance procedures;

    • ensuring availability of published decision-making criteria in accordance with standards and recommendations for quality assurance in the European area of ​​higher education;

    • establishment of accessible and understandable reporting;

    • carrying out periodic inspections of quality assurance systems and working mechanisms with received recommendations;

    • other procedures and measures.

  • The system of quality assurance of the activities of the National Agency for Quality Assurance of Higher Education and independent institutions of evaluation and quality assurance of higher education provides for the implementation of the following procedures and measures:

    • ensuring the availability and effectiveness of processes and procedures for external quality assurance of higher education;

    • ensuring the availability of sufficient and balanced resources for the implementation of processes of external quality assurance of higher education;

    • ensuring independence in the activities of the National Agency for Quality Assurance of Higher Education and independent institutions for evaluation and quality assurance of higher education;

    • accountability;

    • other procedures and measures.

  • To date, the university has formed an internal normative base of the quality system, which includes: Conceptual principles of activity of the Ternopil National Medical University named after AND I. Gorbachevsky, development strategy, implementation measures and forecast indicators, Regulations on the organization of the educational process at the Ternopil National Medical University named after AND I. Gorbachevskii.

  • The key document defining the institutional basis and regulating quality assurance processes is the "System of ensuring the quality of educational activities and the quality of higher education of TNMU".

In order to assess the potential, the level of work of institutes and faculties and to stimulate the level of improvement of the quality of their work, the Methodology for determining the rating of structural units is used.

The institutional structure of quality assurance covers 5 levels.
