Department for Internal Assurance of Higher Education Quality
The Department for Internal Assurance of Higher Education Quality of I. Horbachevsky Ternopil National Medical University as a structural unit of the university was established in December 2016 on the basis of the Sector of Internal Assurance of Higher Education Quality established in May 2015 to meet the requirements of the Article 16 “System of Internal Assurance of Higher Education Quality” of the Law of Ukraine “On Higher Education” dated July 01, 2014. Kichaieva T.M. was the head of the structural unit of the university from 2016 to 2018. Chornomydza A.V. has run the department since 2018.

The Department for Internal Assurance of Higher Education Quality of I. Ø Study and overview of national and international experience, experience of university faculties on monitoring of the quality of education; dissemination of information on monitoring research in education.
Ø Development of a unified system of indicators for monitoring the quality of the University affairs according to the requirements of the ISO 9001:2015 international standard together with structural subunits.
Ø Research, methodological and organizational support for monitoring of the quality of studying of the university students, development of unified criteria, indicators for monitoring the quality of university education services together with the faculties and academic departments.
Ø Ø Control of higher education quality through independent monitoring of the quality of university students studying, comprehensive analysis of the results of licensing exams STEP-1, STEP-2, STEP-3, as an external independent assessment of the training quality.
Ø Analysis of the monitoring of the excellence of students’ knowledge, changes in its quantitative and qualitative indicators at the university faculties.
Ø Organization and analysis of the university students’ assessment of educational services quality during studying academic disciplines.
Ø Advisory and methodological assistance to the university structural units on diagnosis, assessment and monitoring of the quality of students’ studying.
Ø Analysis of audit results (internal and external) for decision-making to improve the quality of services provided.
Ø Introduction and continuous improvement of feedback measures for consumers of services provided by the University.
Ø Preparation and submission of requests on elimination of discrepancies identified during monitoring taking into account the suggestions by structural units on monitoring improvement.
Ø Informing all the participants of education audit about the results of all types of monitoring.
Ø Control over compliance of CMS materials in Moodle with the current protocol for diagnosis and treatment approved by the Ministry of Health of Ukraine.
Ø Control over timely updating the curricular and learning materials of Moodle CMS by the university departments.
Ø Monitoring of advanced training providing to the University employees, ensuring timely professional development for teaching, academic and research staff.
Ø Analysis of introduction of innovative learning technologies into the educational process

Ø Systematic selective control of the university departments’ affairs regarding their following the main provisions of the Regulation “On the organization of the educational process in I. Horbachevsky Ternopil National Medical University”.
Ø Development of new academic programs for undergraduate and postgraduate studies and control over their implementation.
Ø Formation of the catalogue of selective disciplines.
Ø Carrying out questionnaires for applicants, students, graduates and interns concerning the quality of the education services at the University.
Ø Counselling to and cooperation with student government.
Ø Surveys for employers regarding the quality of education of the university graduates and the labour market requests.
Ø Planning, conducting and analysis of internal audits of the administration and structural units of the University regarding the compliance of their affairs with the quality management system.
Performing these tasks, the employees of the department are guided by the Law of Ukraine “On Higher Education”, Regulations of the Cabinet of Ministers of Ukraine, the Ministry of Health of Ukraine, the Ministry of Education and Science of Ukraine, the University Charter, Regulations of the Department for Internal Assurance of Higher Education Quality of I. Horbachevsky Ternopil National Medical University taking into account the principles of the “Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG)” of the European Association for Quality Assurance in Higher Education and the National Standard of Ukraine on the Quality Management Systems ISO 9001:2015 DSTU.
According to these laws and regulations, the department is charged with the corresponding tasks: the head of the department cooperates with the National Agency for Quality Assurance in Higher Education, top universities, the Ministry of Health of Ukraine, education quality management departments; studying and analysing the experience of other universities on the affairs of expert services and monitoring studies. The department carries out development of academic and methodological sources for monitoring the quality of higher medical (pharmaceutical) education together with the Academic Department and the Educational and Methodological Office. It prepares a complex of methodological support on diagnosis of quality of educational process at the university. The department develops and implements new technologies and methods for monitoring of the quality of education at the university. It organizes regular monitoring of the quality of studying of the university students and according to its results the department develops recommendations for improvement of educational process at the university.
Today, the department carries on planning, organization and monitoring the quality of education of students, research and teaching staff of the university as well as development of recommendations for improvement of educational process at the university according to their results.
